Why develop this Technial Document Template?
The intent of the As-Built Learning Exchange (ABLE) Common Practice protocol is to resource work practices that deliver affordability, compliance and performance gains.
This document provides a template for a Specification for new buildings that lists descriptions of compliance and workmanship and the limits placed on those descriptions to better manage building work expectations.
Where, when, and who can use this Technical Document Template?
Document templates can only be used in Western Australia and only apply for the Building Code of Australia Volume 2 for Class 1 and 10 Buildings (BCA).
Building Professionals are granted Open Exchange Rights to use this resource to learn about better ways to work. Open Exchange Rights do not extend to any other use (distribution, business etc) until an Exchange Agreement has been entered into with ABLE.
Users accept the Conditions of Use that apply to all ABLE material.
How should This Technical Document Template be used?
Adapt and Then Adopt – just like the “beware of the dog” sign on the gate, better technical descriptions need to be approached carefully – they too can bite if not approached properly!
Document templates are intended to be reviewed and adapted to suit business compliance and workmanship choices before being adopted.
Nominal Building Work – working on-site has limitations. Whilst an as-built expectation can be described, it is likely there will be variance in the finished work – this is why specified building work descriptions are nominal. “Nominal” in this context means a specification of “work descriptions to which as-built finish, tolerance and/or other variances apply”.
It is intended that new and/or amended descriptions will be added to the template as users who are willing to participate in the development of better common practice documents provide feedback to ABLE as variance issues arise.
Scope-of-Work Statements – located at the head of each section and/or sub-section, these statements place reasonable limits on the following nominal building work descriptions and highlight where additional costs can be incurred.
It is intended that new and/or amended statements will be added to the template as users who are willing to participate in the development of better common practice documents provide feedback to ABLE about misunderstandings that have occurred.
Compliance and Workmanship Descriptions – provide a list of standard nominal building work descriptions. Compliance is described by referencing BCA Acceptable Construction Practice (ACP) provisions. Workmanship is typically described by nominating material, preparation, application (or installation) and finishing work practices. Grey shaded clauses highlight descriptions where users will need to select their preferred option.

Nominated As-Built Variances – this section nominates the finish, tolerance and/or other variances that apply when determining if the as-built outcome satisfies the nominal building work description.
